To free the stars. When the great Empire fell before the Revolution, the Concordat was born - a closely knit federation of worlds governed from the planet Archive. To preserve the fragile balance between security and freedom, exceptional men and women were chosen to preside over this confederation, to uphold the dreams of a race, and to guide the destiny of a galaxy: the Praesidium of Archive. Now First Secretary Raymond Parke convenes the year-end meeting of the Praesidium. A meeting where old hatreds will be buried and new alliances forged. Where the wrong decision may mean war - and the wrong decision may be peace. And as invasion from without and rebellion from within threaten the Concordat's continued existence, Parke must face his most deadly challenge...an assassin sent to kill him by another member of the Praesidium.
