The terrorist organization, 'TSUNAMI', led by its mysterious mastermind, 'Number Zero', has sabotaged an American submarine to acquire the radioactive fuel inside its nuclear warheads. This fuel is needed to create a highly energetic element that is combined with Element 235, an element that TSUNAMI's own nuclear physicist, Dr. Lance Scorpio, has created. There is an even greater threat. TSUNAMI has utilized the element for their own highly destructive and extremely powerful warheads, and is holding the world ransom for 100 billion dollars! Only JATO agent Ryuichi Sakai, with the help of American ally Eric Brown, can stop them.
