Emperor Titus and his wife, Azurha, have received anonymous letters detailing plots against the empire. The rulers set former Captain of the Legion, Galerius, on the trail to find both the informant and the treasonous parties. Galerius suspects Governor Hostilius of plotting to overthrow the Emperor but needs more information which he plans to glean from the governor's daughter, Claudia.
